🌍 Community Attribution Update

This PR updates the Community Contributions section in README.md with the latest attribution data from community-labeled issues.

Changes

  • Updated README.md with new community contributor @a-sjogren-accenture and refreshed counts
  • Applied five-tier attribution strategy (Tier 0-4)
  • Tier 0: 548 issues closed as COMPLETED (direct contributions)
  • Tier 4: 3 unconfirmed candidates requiring maintainer review
