PRs #39, #41 and #43 were merged before CI completed because
statusCheckRollup only contains check runs for jobs that have
already started. Jobs queued behind a busy runner (the 12-job
build matrix) are invisible to it, so rollup-based polling
(startup wait, conclusion polling, count stabilization) can
always be fooled by runner allocation delays.

Poll the workflow run objects via 'gh run list --commit <sha>'
instead. A workflow run stays queued/in_progress until ALL its
jobs are done, making it a reliable completion signal.
