Regeneration PRs are failing the "Kokoro - Test: Generator" check, with "urllib.error.HTTPError: HTTP Error 403: SSL is required" logged from this call. ez_setup.py has been deprecated for years and the currently-used version of Python now preinstalls setuptools.
