6135e12 feat: Profiles, file I/O, replays: ungate for Free (packaging PR 3)

Note

Low Risk
Lockfile-only change that removes optional dependencies; low risk unless downstream code still expected those packages to be installed transitively.

Overview
Regenerates requirements.lock and requirements-dev.lock so installs match the current kernel package dependency set for the release (profiles, file I/O, replays ungating referenced in the release notes).

The runtime lock no longer pulls in standardwebhooks, websockets, or their transitive packages (deprecated, wrapt, python-dateutil, six, and related stub packages). Dev lock drops the same webhook-related tree plus unused dev-only entries such as griffe and colorama, with minor comment reordering for typing-extensions / httpx edges.

No application code changes in this diff—only dependency resolution updates for rye sync / publish workflows.
