What this PR does / why we need it:
Release 1.37.0

  • Charts: appVersion v1.36.0 → v1.37.0, version 2.37.0-dev → 2.37.0
  • Docs/manifests/examples image refs → v1.37.0
  • Tests: Go 1.26.5, k3s v1.37.0+k3s1, cinder e2e v1.37.0

Hi @dlaw4608. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work.

Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

Go/go-runner images with the 1.37 release. Pin CSI spec to the tagged
v1.13.0 release rather than the pre-tag pseudo-version from kubernetes.

[manila-csi] Adapt SkipUnsupportedTest for k8s 1.37
a135f43 
TestDriver.SkipUnsupportedTest now returns a skip reason string.
Update the Manila e2e driver to match so the package builds again.
