Improve the documentation

Give to the current existing information a more organized and accessible layout, covers relevant topic start to finish (i.e. how to write a good NIC device driver), possibly clearly separate developers-oriented and users-oriented info.

Some points discussed by TSC:
Possibly AI can be used to assist or even replace this task.
It would be best to have more specific sub-tasks.
