Everything looks in order but do you have a true vector version? This just seems to be an embedded PNG. If the creature itself is only available as a bitmap, I would suggest at least making vector versions of the frame and if possible the text. Thanks.

Unfortunately my starting point is a png with creature, text and background: https://github.com/stevecondylios/rawr/blob/master/man/figures/RAWR_original.png But I did manage to generate the border over the top of the original. New (slightly different) logo:
