Copilot fix failing CI/CD checks

Fixed in 8dab1d3. The Python CI failure was a workspace resolution conflict: agent-framework:dev required ruff==0.16.3 while agent-framework-lab:dev still pinned ruff==0.16.0, so uv sync --all-packages --all-groups failed with "requirements are unsatisfiable".

  • Bumped the pin in python/packages/lab/pyproject.toml to 0.16.3
  • Regenerated python/uv.lock using uv 0.11.6 (the version pinned in .pre-commit-config.yaml), keeping the diff limited to the ruff entries

Verified locally: uv lock --check passes, the full uv sync --all-packages --all-extras --all-groups resolves, and ruff 0.16.3 produces no new lint/format findings versus 0.16.0 across the packages.
