Localization Notes

• Followed Microsoft official terminology database (e.g., "Windows Package Manager" → "Windows 程序包管理器")
• "SmartScreen" kept in English (not translated)
• All numbers and default values unchanged

I've completed the Chinese translation updates for the DesktopAppInstaller.adml in PR #6070.

Since this involves localization, could you please review it to ensure the terminology and phrasing are accurate?

No, I add the file in doc/admx, it is a doc translation I add it because I see it have the en-US floder and I guess may it need other languages translation So I commit it.
