Motivation and Context
Dependabot has been opening PRs pretty frequently for CodeQL and taiki-e/install-action. Both actions support moving major tags, so tracking those tags keeps compatible fixes up to date without needing a review and CI cycle for every upstream patch release. Also updated the GitHub Actions config to check for updates weekly instead of daily.
