this is one of the follow-ups to #1607, which aimed to lower nuxt typecheck memory on large apps
on machines with less than 15 GB of RAM, the heap is capped at 2 GB, so running vue-tsc on a large app (I tested it on npmx) can end up spending a lot of time garbage-collecting and then crash with JavaScript heap out of memory even though there's free memory. when it does crash, the logging doesn't indicate why, and exits with code 1
this PR does two things:
we improve logging when the checker is killed due to memory limits...
unless --max-old-space-size is already set, we set the heap limit for vue-tsc to half the machine's/container's memory
The typecheck command now resolves and applies a heap limit to the vue-tsc child process when needed. It reports checker termination signals and returns a signal-derived exit code. Tests cover heap-limit calculation, signal reporting, and non-TTY output. The documentation describes these behaviours and how to set the Node heap limit. Golar’s heap limit remains unchanged.
Some explicit Node heap settings may not take effect for typecheck, leaving large projects at risk of an out-of-memory failure. Resolve the option handling before merging.

Explanation
Docstring coverage is 60.00% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 5 functions across 2 files. (1 skipped: 1 unsupported.)
Resolution
Write docstrings for the functions missing them to satisfy the coverage threshold.

Install footprint and published tarball
Each version installed on its own into an empty project with nothing but @nuxt/cli as a dependency, so the tree is exactly the CLI and its transitive dependencies. npm cache is warm and the registry is only consulted for metadata, so install wall time is indicative, not a network benchmark.

Give the effective command-line heap limit precedence.
If Nuxt starts with node --max-old-space-size=3000 while NODE_OPTIONS contains --max-old-space-size=1000, Node gives the command-line flag precedence in Nuxt. This branch instead assigns the checker 1000 MB. A large type check can then fail despite the user's 3000 MB setting. Check process.execArgv before accepting the inherited limit. (nodejs.org)

Recognise the percentage-based heap option.
If NODE_OPTIONS contains --max-old-space-size-percentage=10, this code appends an absolute heap limit, but Node gives the percentage option precedence. The checker can therefore retain a small heap while a SIGABRT report names the larger, ineffective limit. The same option in process.execArgv is not passed to the checker. Handle the percentage option before calculating or reporting an effective limit, and cover both locations in tests. (nodejs.org)
