Fixed a compatibility regression introduced in v1.6.4 during client tool calls with older supported
openai-agentsversions.Tested by repro-ing with chatkit-openai 1.6.4 and openai-agents 0.13.3 locally, then verifying the fix with the same openai-agents version.
Also included: Makefile commands now run uv against the checked-in lockfile with public PyPI.
