Reverts #30. The doc pane command
./bin/plannotator-tui.exeresolves against the pane's --cwd, not the plugin root: Herdr's relative-program resolver (plugin_command.rs) is applied to actions and builds only, and panes spawn with the review folder as cwd. Fresh Full installs fail to open the review pane on every platform.
