full: retain gated packaging prerequisites

Summary

• pin the Full binary to 0.6.0 and rename the Unix destination to bin/plannotator-tui.exe, using rm-before-copy for every replacement
• retain the tested PowerShell fetcher as dormant prerequisite work; the distributed manifest has no Windows Full build
• keep all six Full gates on macOS and Linux, restore the wrapper pane, and use direct relative argv for actions
• retain the smoke-suite rename and add installer, checksum, manifest-parity, pinned-Herdr, and Unix regression CI
• compare the distributed contract with the corrected development manifest from plannotator-tui PR #52
