herdr: stage full mode for windows

Summary

• enable the development manifest on macOS, Linux, and Windows
• stage the platform Cargo output as herdr/bin/plannotator-tui.exe with copy-only Bash and PowerShell scripts
• replace shell runtime wrappers with direct relative argv for the pane and every action
• add a structural checker for the Windows-effective Full entrypoints and cross-manifest subcommand parity

Validation

• cargo fmt --all --check
• cargo clippy --workspace --all-targets -- -D warnings
• cargo test --workspace
• shellcheck herdr/stage-plannotator-tui.sh
• Unix stage, byte comparison, and staged --version
• manifest structure and direct argv assertions

Scope

This PR changes development packaging only. Native Windows and Herdr runtime behavior remains UNVERIFIED pending the live matrix.
