Consider removing government scope

I believe the word government is out of scope since it does not clearly identify anything in the context of a Public Administration (i.e., every PA is a "government" or it's operating in the "government" sphere).
As such, I propose to remove the government word from the list of scopes.

Yes, seems like a good idea.

I'm a bit curious if there are any uses for splitting the semantics from PA, as the non-political civil service and the Government, as the political organization. But that is just a sideways related interest.

A broader framing worth raising: the "Public Money, Public Code" principle suggests that public sector open source shouldn't be a separate category at all. Software developed with public funds belongs to the digital commons; equally, public sector organizations should be first-class consumers of open source that didn't originate in the public sector. A standard scoped only to software published by or for the public sector implicitly reinforces a silo that runs against both good open source practice and current policy direction.

If the maintainers share that framing, the logical conclusion is that publiccode.yml serves the open source ecosystem at large, with the public sector as an important but not exclusive actor. That would determine the shape of a number of improvements currently being discussed (#187, #100, #89, #293 among others). Would the maintainers be willing to take a position on this?
