This pull request updates the black formatter version from 24.8.0 to 26.3.1 in pyproject.toml and uv.lock. It also adds target-version = ["py311"] to the black configuration and introduces pytokens as a new dependency required by the updated black version. I have no feedback to provide.

This subsumes #1830 as we like to keep the version of the formatter pinned to minor version even in the pyproject.toml so we don't get formatting skew |

Resolves a dependabot alert. I tested this locally and there are indeed minor formatting changes introduced with the new version. We'll let those shake out incrementally with
check/format-incremental
