Fixes #1 and #144.

Text nodes and other non-Element targets can make native ResizeObserver methods throw. Validate targets before observe/unobserve and keep resolving stateful getter targets when their DOM element becomes available.

Tests cover invalid observation, invalid cleanup with a pre-existing listener entry and a strict native-style unobserve mock, and a stable getter whose element changes. Removing the unobserve guard makes the cleanup regression fail.

Validation: 22 tests pass; TypeScript, changed-file Prettier and lint pass. Lint reports four existing warnings (effect dependencies and unused eslint-disable directives).
