What type of PR is this?
/kind enhancement

What does this PR do / why we need it:

  • Synchronized E2E tests/test fixture with upstream.
    • Changes are made to both upstream/downstream which are beneficial to both, so it's beneficial to periodically keep them in sync.
  • I also updated argocd-operator dependency to latest from master branch (as some new tests required that)

Corresponding upstream PR: argoproj-labs/argocd-operator#2035
