Summary

Removes paths-ignore from the pull_request trigger so docs-only PRs run the full pipeline.

Why

Required status checks are coming to main as a ruleset (dependency-automation plan, Phase 2). A PR whose changes skip CI entirely would have its required checks stuck in "expected" forever - unmergeable by design. This PR removes that gap before the ruleset lands.

The push trigger keeps its paths-ignore, so docs-only pushes to main stay cheap.

Prepares for the main ruleset; should merge before it.

Remove paths-ignore from the pull_request trigger. With required status
checks on main (coming as a ruleset), a PR whose changes skip CI entirely
could never merge - its required checks would stay "expected" forever.
Docs-only PRs now run the full pipeline. The push trigger keeps its
paths-ignore so docs-only pushes to main stay cheap.

The main ruleset will require 'Test gate' instead of the per-version
'Test (22)/(24)/(26)' checks, so adding or dropping Node versions stays a
pipeline-only change and never touches repo settings. The gate fails when
any matrix leg fails or is cancelled.

Added a stable-named Test gate job that aggregates the versioned Test (22/24/26) matrix legs. The upcoming main ruleset will require Build + Test gate + linux-x64-binary-release, so future Node matrix changes won't need ruleset updates.
