feat(blog): add floating article navigation

Summary

• add a bottom-anchored MicroHeader to every published blog post
• show reading time, progress, active-section breadcrumbs, and previous/next section navigation
• add an upward-opening section menu with responsive and reduced-motion behavior
• keep heading IDs synchronized when rendered Markdown is refreshed during hydration

Testing

• pnpm exec biome check (MicroHeader TSX/CSS and blog layout)
• pnpm check:types
• desktop and mobile browser verification, including section tracking, progress, menu navigation, and safe-area placement
• pnpm build: Vite compilation and SSG completed (457 files); the wrapper exits in finalize-sitemap.ts because dist/public/sitemap.xml is absent
