Steps to Reproduce

1. Open the application on a regular desktop screen.
2. Verify that resizing and dragging the layout panes work as expected.
3. Toggle the browser's device toolbar to simulate different device screen sizes.
4. Attempt to resize or drag the layout panes.

Expected Behavior

Resizing and dragging should work consistently across various screen sizes, including those simulated using the device toolbar.

Actual Behavior

Resizing and dragging appear to be unresponsive when testing with the device toolbar.
