Summary

• pin the Full runtime to plannotator-tui 0.6.0
• add the frozen PowerShell fetch contract and stage the Unix install as bin/plannotator-tui.exe
• enable all Full manifest entrypoints on Windows with direct relative argv
• add local-override, loopback-checksum, manifest-parity, pinned-Herdr, and Unix regression CI proofs
• retain scripts/plannotator-tui.sh as an unreferenced compatibility wrapper for one release

Validation

• bun test
• bun run typecheck
• shellcheck and bash -n for changed Unix scripts
• Unix synthetic install, idempotence, direct .exe execution, and compatibility-wrapper execution
• distributed/development manifest structural parity
• v0.6.0 release asset and checksum-list verification

Scope

Native Windows and Herdr runtime behavior remains UNVERIFIED pending the live matrix.
